Skype for Business Plus CAL is for on-premises deployments for Skype for Business and enables incoming and outgoing PSTN calling, emergency calling, and other enterprise-grade phone features. The Standard CAL, which is not available through the Microsoft CSP, is a prerequisite for Plus CAL.
